The core population is small—it's that simple.
Britain didn't treat Scots as human, didn't treat Irish as human, didn't treat Boers as human, didn't treat British subjects in the Americas as human, didn't treat London's underclass as human—let alone other non-white races.
This talent for cutting off its own people is truly remarkable. They let entire groups starve to death right on their doorstep, and in the end, no one recognizes England anymore. Everyone just went off to play independently.
